This is NOT a Request for Proposal (RFP). This is a notice of the Government's intent to issue a limited source task order award to Total Systems Technologies Corporation for a total of three (3) months for the United States Coast Guard (USCG) Human Resources Systems Management Division (CG-631). The USCG announces its intent to enter into a contract on a limited source basis with Total Systems Technologies Corporation under the authority of FAR 8.405-6(a)(1)(i)(B). The anticipated task order will be a total of three (3) months.

The incumbent contractor has overcome an early significant learning curve providing these services for this complex HR and payroll system. There is a continuing requirement for these critical services supporting Direct Access and the Coast Guard Exchange Systems (CGES). An interruption in these services would severely impair the USCG's ability to provide human resource support, payroll, and exchange services to its active duty, reserve, and retired military personnel, as well as to USPHS and NOAA.

Respondents are advised that the USCG will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party's expense. This notice of intent is NOT a request for proposals or quotations. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
