Blue Cross Blue Shield of Wyoming unveils new Big Boot statue, celebrates 80 years

CHEYENNE — When driving through Cheyenne, it’s impossible to not notice the iconic 8-foot Big Boot statues outside many businesses. On Friday, Blue Cross Blue Shield of Wyoming unveiled the city’s newest statue in celebration of its 80-year anniversary.

The boot, painted by local artist James Overstreet, features the history of BCBSWY on one side and a large yellow feather on the other.

BCBSWY, a not-for-profit health insurance company, began 80 years ago in 1945 when a small group of Wyoming women felt inspired to bring health insurance to the state to help people prevent financial ruin due to high medical bills. The women were told Wyoming was too small of a state to accommodate the plan, but they kept trying.

“Out of that, the first Blue Cross plan of Wyoming was created with a $5,000 non-interest bearing note from the Wyoming Farm Bureau — the smallest amount ever used to fund a Blue plan,” said Diane Gore, BCBSWY president and CEO.

When it first began, the company called a small one-room office in the Whipple House home. In 1962, they moved to what is now their headquarters building.

The feather side of the boot was inspired by the work that’s being done by the Cowboy Cole Foundation and the Jae Foundation, which are organizations that raise suicide awareness and promote mental health, Gore said.

Being a health care company, suicide prevention is something BCBSWY takes very seriously, Gore said.

“Mental health care is the same as any other illness,” Gore said. “So we feel very strongly that mental illness should be treated just the same as any other physical illness, as well.”

The idea behind the Jae Foundation is that when you see someone wearing Jae boots, you are supposed to check in on them to see how they’re doing. The organization was born after Jae Bing, a Pinedale resident, died by suicide in 2016. He was known for wearing cowboy boots everywhere he went, according to the foundation’s website.

“I think about what James Overstreet has done with this boot,” Gov. Mark Gordon said, “and how important it is to think about this boot representing that Jae Boot tradition of, ‘Pull your boots up and ask somebody for help.’ … We’ve got to do something about suicide. We have far too many of them. It’s making a difference, and Blue Cross Blue Shield has been part of that difference.”

The company has also entered many partnerships with first lady Jennie Gordon’s organization Wyoming Hunger Initiative to solve this issue and other issues unique to the state. Some of these partnerships include Tackle Hunger with the University of Wyoming, statewide food drives, Hearts for Hunger and more.

“We don’t reinvent the wheel,” Jennie Gordon said. “We work with organizations that are already on the ground, doing the work because they know how to take care of their community best.”

Because BCBSWY is a Wyoming-owned, Wyoming-rooted business, the staff said they are committed solely to serving the Wyoming community. With 300 employees across the state and eight member centers in several communities, Sharon Fain, vice president of marketing and external affairs, said the company prides itself on being accessible to its members.

“While health care has changed with advancements in medical society and shifts in health care delivery, our mission has stayed the same,” Gore said. “We still work to provide accessible, affordable and equitable health care to those in Wyoming, especially in our rural communities, and we’re still true to our mission, even after these 80 years.”

Abbey Palma, BCBSWY manager of external affairs, said the Big Boots are part of a fundraiser collaboration with the Cheyenne Depot Museum. To get a Big Boot, a business or organization has to make a donation.

Visit Cheyenne, an organization located in the Depot, promotes and publicizes the boots in the form of a map for tourists.

“When you look around and see who has them, it is a longstanding, established Wyoming business,” Palma said. “It was kind of cool to be joining that network and doing it in honor of our 80th because public art is cool.”

Overstreet said he has painted around eight boots in the Cheyenne area. The planning process for the BCBSWY boot took a few months, but the painting only took about a week.

“Blue (Cross Blue Shield) found me and asked if I’d be a part of their 80th anniversary celebration,” Overstreet said, “and I said I’d be honored. They came up with all the imagery and stuff that they wanted. … They got their vision, and we just got it to come together, and here it is. It’s in the flesh now.”

Now, when visitors drive by the BCBSWY boot, they are able to catch a glimpse into the mission of the company within the building that stands tall behind it.

“It’s more than a work of art,” Gore said. “It’s a reflection of who we are — a Wyoming company, a health plan grounded in care, a neighbor, a partner and a champion for our communities.”
