Beeville Council approves health insurance shift for municipal employees

BEEVILLE – The Beeville City Council voted Sept. 22 to adopt a new health insurance plan for city staff, transitioning municipal workers to the Blue Cross Blue Shield Essential HMO Plan.
The council approved Agenda Item 6D, establishing the city's primary healthcare coverage for the upcoming plan year. A benefits consultant addressed the council to outline the financial parameters and operational changes associated with the transition.
Under the new plan, the city's annual contribution will be $1,059,333, representing a minor increase of less than 1% over the expiring plan's $1,051,255 cost. The consultant noted that 66 employees enrolled in employee-only coverage, while others enrolled dependents, including three employee-spouse plans, 20 employee-children plans and four family plans.
The new plan structure carries a $0 deductible and a $1,500 maximum out-of-pocket limit for employees. Inpatient hospital stays feature a $500 copay, emergency room visits require a $750 copay and generic prescription drugs are covered at no cost. Tier two medications range from $10 to $150.
Because the new policy operates as a Health Maintenance Organization, employees must select a primary care physician to receive referrals for specialist care. Enrollment teams assisted staff members in assigning primary doctors ahead of the vote. The consultant cautioned that the policy does not include an out-of-state network, requiring city staff to prepare for potential coverage limitations when traveling outside Texas.
Council members expressed gratitude to the consultant for holding cost increases under 1% despite rising healthcare trends and large medical claims across regional communities.
