This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Basis for Award
The Government will award one contract resulting from this solicitation in accordance with FAR 13.106 to the responsible offeror conforming to all requirements in this solicitation and quoting the lowest price offeror meeting all the requirements of the Selection Criteria outlined in the PWS. It is also required that you provide adequate technical documentation as required by the requirements of this solicitation to determine you are capable of providing the services needed. The awarded vendor will provide us with the documents listed below. This will be verified by a government representative that the person is technically acceptable before issuance of award.

FAR 13.004 -- Legal Effect of Quotations. (a) Any response to this synopsis/solicitation will be considered a "quotation". "Offer" means a response to a solicitation that, if accepted, would bind the offeror to perform the resultant contract. Responses to invitations for bids (sealed bidding) are offers called "bids" or "sealed bids"; responses to requests for proposals (negotiation) are offers called "proposals"; however, responses to requests for quotations (simplified acquisition) are "quotations," not offers. Quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier's quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer. (b) When appropriate, the contracting officer may ask the supplier to indicate acceptance of an order by notification to the Government, preferably in writing, as defined at 2.101. ANTI-TERRORISM TRAINING Contractor must be able to provide the below training certificates 3 days before the commencement of work is to start on or before
AT Level I Training. This provision/clause/contract text is for contractor employees with an area of performance within an Army controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 10 calendar days before contract start date. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR and to the Contracting Officer, within 3 calendar days after completion of training by all employees and subcontractor personnel. 2. BACKGROUND
The Global War on Terrorism (GWOT) has significantly increased the operations and deployments within the

SCOPE The ORARNG intends to award this requirement as a non-personal health care services contract, as defined in 37.101, under which the contractor is an independent contractor; the Government may evaluate the quality of professional and administrative services provided, but retains no control over the medical, professional aspects of services rendered (e.g., professional judgments, diagnosis for specific medical treatment); the contractor is required to indemnify the Government for any liability producing act or omission by the contractor, its employees and agents occurring during contract performance; The government requires that the contractor maintain medical liability insurance, in a coverage amount acceptable to the contracting officer, which is not less than the amount normally prevailing within the local community for the medical specialty concerned; The contractor is required to ensure that its subcontracts for provisions of health care services, contain the requirements of the clause at 52.237-7, including the maintenance of medical liability insurance
The ORARNG will provide Brigade level commands with contract and organic support assets to conduct medical readiness operations and actions across the full medical readiness spectrum. The OR Medical Command will act as the staff agent for ORARNG Medical Readiness. The contracted support provided will assist with all pending and future medical actions required to determine the medical readiness of all units. Further actions require capture, definition, tracking and resolution of all pending medical issues for our Soldiers. These actions are critical to improve deployment readiness and provide the support our Soldiers and their families deserve for their actions and service to community, state and nation.
The Behavioral Health Section (BHS) is the behavioral health infrastructure within the ORARNG. The BHS supports mental fitness and wellness for operational readiness by developing and maintaining systems for identifying and resolving Soldiers' behavioral health concerns and by providing clinical oversight and coordination for the behavioral health components of the psychological, family, social, spiritual, and emotional support programs available to service members and their families.
The BHS will serve a vital role in supporting the ORARNG mission in the context of pending large scale deployments and demobilizations. The BHS will provide skills crucial to identifying Soldiers with behavioral health concerns and assisting in determining the disposition of these Soldiers. The objectives are three fold:

In these ways, the BHS will help commanders ensure that BH issues do not impede Soldiers under their command from completing the mission.
Aside from upcoming deployments, the BHS will assist in building, sustaining, restoring, and enhancing the psychological well-being of the ORARNG community. The BHS will evaluate and monitor the mental status of ORARNG personnel in accordance with military regulations. The goal is to identify and provide for service members suffering from behavioral health related difficulties, as well as identify and monitor those considered "at-risk" for developing psychological problems in the future. When emotional and behavioral problems are identified, the BHS will be charged with understanding the nature of the problems, connecting the service member with available resources, and monitoring the service member's compliance to, progress in, and outcome of treatment.
4. TECHNICAL SPECIFICATIONS/TASKS TO BE PERFORMED
The following services are required to successfully deliver the objectives. Services are to be performed in accordance with the highest professional standards and the following requirements:

In order to successfully meet the performance objectives, the contract employee should possess the following knowledge/skills:
* The BHP must have a minimum of two years of experience providing mental health services in a supervised setting. A range of experiences in terms of clientele and professional activities is preferred. * An understanding of available systems of care and experience collaborating with social service agencies to integrate resources, plan, and deliver comprehensive services, is considered essential. * Knowledge of military culture and issues (e.g., combat-related stress, family separation, reunion and reintegration) and experience intervening with military personnel is also preferred. * The BHP must have a developing expertise in conducting mental status evaluations. * Experience conducting fitness for duty evaluations is preferred. * Ability to make accurate assessments of service members' mental status under the direct supervision of the Senior Behavioral Health Officer. This assessment may be conducted with limited available collateral information and with service members who have a vested interest in appearing well. Thus, the BHP must be skilled enough to make sound clinical decisions in the context of diagnostic uncertainty. * Ability to make referrals to and link service members to appropriate resources. * Confidence to make affirmative recommendations based on the results of evaluations. The BHP must be willing and able to act on the results of evaluations. This will require substantial interpersonal confidence and comfort in a role that may seem adversarial to some service members. * Skill in establishing and maintaining effective working relationships with personnel at all levels. The objective is that the BHP be viewed as a resource and asset from the brigade to unit level. * Computer skills sufficient to create, maintain, and send reports. * Effective verbal and written communication skills. * Assist in identifying problems and gaps in service in current behavioral health delivery system and devising methods to improve and enhance system. * Contractor must be prepared to work in
6. HOURS OF OPERATION
Due to the scope and demand of work, the contractor working hours are typically a 40 hour work week in order to dedicate the appropriate amount of time needed to accomplish the job, although greater than 40 hours per week may be necessary. Typical work hours are 0800-1630 however some variation from a traditional work schedule (i.e. evenings and weekends) may be required in order to complete assigned tasks. Overtime, however, is not authorized. Authorized dress code will be business casual during normal working hours.

The government shall provide adequate office space if needed (in designated armory or facility) to include a workstation and chair, desktop computer, expendable supplies, and internet/intranet/Local Area Network (LAN) (and support). The contractor shall assume both the responsibility and liability for loss or damage of equipment and/or facilities provided by the Government if the damage or loss is caused by other than normal operating usage or is attributable to negligence of the contractor.

** HAZARDOUS PAY DIFFERENTIAL **
An 8 percent differential is applicable to employees employed in a position that represents a high degree of hazard when working with or in close proximity to ordnance, explosives, and incendiary materials. This includes work such as screening, blending, dying, mixing, and pressing of sensitive ordnance, explosives, and pyrotechnic compositions such as lead azide, black powder and photoflash powder. All dry-house activities involving propellants or explosives. Demilitarization, modification, renovation, demolition, and maintenance operations on sensitive ordnance, explosives and incendiary materials. All operations involving re-grading and cleaning of artillery ranges.
A 4 percent differential is applicable to employees employed in a position that represents a low degree of hazard when working with, or in close proximity to ordnance, (or employees possibly adjacent to) explosives and incendiary materials which involves potential injury such as laceration of hands, face, or arms of the employee engaged in the operation, irritation of the skin, minor burns and the like; minimal damage to immediate or adjacent work area or equipment being used. All operations involving, unloading, storage, and hauling of ordnance, explosive, and incendiary ordnance material other than small arms ammunition. These differentials are only applicable to work that has been specifically designated by the agency for ordnance, explosives, and incendiary material differential pay.
** UNIFORM ALLOWANCE **
If employees are required to wear uniforms in the performance of this contract (either by the terms of the Government contract, by the employer, by the state or local law, etc.), the cost of furnishing such uniforms and maintaining (by laundering or dry cleaning) such uniforms is an expense that may not be borne by an employee where such cost reduces the hourly rate below that required by the wage determination.
The contractor or subcontractor is required to furnish all employees with an adequate number of uniforms without cost or to reimburse employees for the actual cost of the uniforms. Conformance Process:
The contracting officer shall require that any class of service employee which is not listed herein and which is to be employed under the contract (i.e., the work to be performed is not performed by any classification listed in the wage determination), be classified by the contractor so as to provide a reasonable relationship (i.e., appropriate level of skill comparison) between such unlisted classifications and the classifications listed in the wage determination (See 29 CFR 4.6(b)(2)(i)). Such conforming procedures shall be initiated by the contractor prior to the performance of contract work by such unlisted class(es) of employees (See 29 CFR 4.6(b)(2)(ii)). Failure to pay such unlisted employees the compensation agreed upon by the interested parties and/or fully determined by the Wage and Hour Division retroactive to the date such class of employees commenced contract work shall be a violation of the Act and this contract. (See 29 CFR 4.6(b)(2)(v)). When multiple wage determinations are included in a contract, a separate SF-1444 should be prepared for each wage determination to which a class(es) is to be conformed.
The process for preparing a conformance request is as follows:
1) When preparing the bid, the contractor identifies the need for a conformed occupation(s) and computes a proposed rate(s).
2) After contract award, the contractor prepares a written report listing in orde rthe proposed classification title(s), a Federal grade equivalency (FGE) for each proposed classification(s), job description(s), and rationale for proposed wage rate(s), including information regarding the agreement or disagreement of the authorized representative of the employees involved, or where there is no authorized representative, the employees themselves. This report should be submitted to the contracting officer no later than 30 days after such unlisted class(es) of employees performs any contract work.
3) The contracting officer reviews the proposed action and promptly submits a report of the action, together with the agency's recommendations and pertinent information including the position of the contractor and the employees, to the
4) Within 30 days of receipt, the Wage and Hour Division approves, modifies, or disapproves the action via transmittal to the agency contracting officer, or notifies the contracting officer that additional time will be required to process the request.
5) The contracting officer transmits the Wage and Hour Division's decision to the contractor.
6) Each affected employee shall be furnished by the contractor with a written copy of such determination or it shall be posted as a part of the wage determination (See 29 CFR 4.6(b)(2)(iii)).
Information required by the Regulations must be submitted on SF-1444 or bond paper.
When preparing a conformance request, the "Service Contract Act Directory of Occupations" should be used to compare job definitions to ensure that duties requested are not performed by a classification already listed in the wage determination. Remember, it is not the job title, but the required tasks that determine whether a class is included in an established wage determination. Conformances may not be used to artificially split, combine, or subdivideclassifications listed in the wage determination (See 29 CFR 4.152(c)(1)).
