The General Services Administration is pleased to issue this Request for Proposals (RFP) on behalf of the Armed Forces Retirement Home (AFRH) for the mixed-use redevelopment of approximately 80 acres of AFRH's campus in Washington, DC (AFRH-W). AFRH is the oldest Veterans' retirement home in America. It continues to serve that function today with approximately 860 former military enlisted personnel in residence, including over 350 at the AFRH-W campus. In accordance with 24 U.S.C. [Section] 411(i), subject to the approval of the Secretary of Defense, the Chief Operating Officer of AFRH may lease AFRH property to promote the purpose and financial stability of AFRH. AFRH has elected to employ this authority to leverage the value of a portion of its real estate at AFRH-W by offering the Development Area for private sector development in accordance with the terms and conditions of this RFP.

Located on 272 acres in Northwest Washington DC, AFRH-W is close to Catholic University of America, Trinity Washington University, Howard University, Children's National Medical Center, the VA Medical Center, the National Rehabilitation Hospital, and the Washington Hospital Center. The AFRH-W campus is within a few miles of four Metro stations, providing access to the Red, Yellow and Green lines with active development and investment opportunities occurring in adjacent communities.

AFRH's RFP to develop the 80-acre portion of its campus provides a significant development opportunity in the nation's capital. The Washington metropolitan area is one of the strongest real estate markets in the country today with its diversified economic base that includes the Federal government, government contractors, education and medical institutions, communications industries, international concerns, tourism and service industries.

AFRH intends to make a single award for the entire 80-acre development area. Proposals that only address development of portions of the development area will not be considered. Consistent with the objectives of this development, AFRH encourages proposals which will integrate with and enhance the entire AFRH-W campus and the surrounding communities.
