PASAY CITY, Philippines, Nov. 26 -- The Philippines Senate (16th Congress) issued the following transcript:

Sir paanong nangyaring na-approve yung second at third, at magkano?

Pagdating sa bicam sa tingin nyo mahihirapan, marami bang mga disagreeing provisions?

Malaki ang pagbabago ng budget as approved by the senate kumpara sa inaprubahan ng House, pero yung malaking portion ng pagbabago, yung P100 billion rehabilitation at reconstruction fund sa pananaw at palagay ko naman ay hindi ito tututulan ng House of Representatives dahil alam, tanggap at kinikilala naman nila na ito ay kinakailangan para sa mga lugar na tinamaan ng kalamidad sa taong ito.

Ano yung pangyayari doon sa sinasabing ipinark lang ng House sa mga agencies?

Sa decision naming sa caucus, ginalang ang alokasyon ng Kamara kaugnay non at ang alokasyon ng kada senador kaugnay din sa original PDAF na tinanggal na nga, kaya nga may net deduction yung budget na P3.2 billion mula sa senado. Sa parte ng Kamara hindi pa rin PDAF yon dahil kung mapapansin ninyo, wala na lahat ng probisyon na nagbibigay ng partisipasyon ng isang mamababatas kaugnay sa implementasyon ng mga proyektong pinark don sa mga ahensiyang yon sa pamamagitan ng lump sums. Additionally nirequire namin sa senado na naunang lump sum, kabilang ito, kailangan ay magbigay sila ng separate budget sa DBM para nakita yung itemized utilization. Sa isa-submit sa inyong individual amendments, ilan ang sa tingin nyo maa-accept, ilang ang mare-reject?

Karamihan naman medyo alam ko na ang amendment na ipo-propose nila base sa interpellations at interventions nila sa komite at sa plenary. Halos alam naman naming ang tatanggapin naming. Ang amounts lang siguro ang magiging variable at ia-adjust dahil syempre kailangan naming sundin ang maximum na itinalaga na prinopose ng Pangulo na budget. Hindi kami pwedeng lumampas doon. So ang item pwedeng ma-create. Wala akong nakikitang problema doon. Ang amount lang ang magiging variable. Hindi siguro maibibigay lahat ng kahilingan dahil sa maximum amounts at limitations na naka-impose sa Kongreso kaugnay sa pagbabawal increasan ang budget mula doon sa prinopose ng Pangulo.

Kung maibibigay ang amendments ng 5pm, kailan ninyo siya balak ilabas?

Hopefully by Thursday.

Sir, kunwari may isang senador na ayaw nya yung centain amendment? Wala na?

Hindi naman. May si-nite na precedent ang majority leader kanina na isinagawa ng Senado noong 1992 at ako dahil galing ako sa Kamara, ginagawa namin ito sa Kamara palagi, kung saan ino-authorize yung committee chair or yung committee na pagpasyahan yung proposed individual amendments para makahabol sa panahon lalo na kung gahol na.
