USTRANSCOM Command Acquisition

The United States Transportation Command (USTRANSCOM) mission is to provide air, land, and sea distribution for the Department of Defense (DOD), during both peacetime and when at war. The Commander of USTRANSCOM is tasked as the single manager of the Defense Transportation System (DTS). An important functional requirement is the integration of the Transportation Component Commands (TCCs): Air Mobility Command (AMC), Military Sealift Command (MSC), and Surface Deployment and Distribution Command (SDDC). Distribution analysis and corporate services thread through the various USTRANSCOM Command, Control, Communications, and Cyber Systems Directorate (TCJ6) projects, ensuring effectiveness and efficiencies are documented for decision making throughout the DOD. The Information Tool Suite (ITS) supports dynamic USTRANSCOM processes through the development and enhancement of an integrated database and web-based applications providing enterprise decision-ready information in the following main areas: Financial Planning & Investment Allocations; Distribution Requirements Management; CIO Assessment, Evaluation and Reporting; System Information & Assessment; Architecture Support; and DoD Transportation Electronic Data Interchange (EDI) Conventions. ITS supports enterprise sharing amongst these and additional data groups to prevent data 'silos' to provide a more complete picture for informed decision making. ITS is a government off the shelf (GOTS) solution consisting of a database with web front-ends; business and enterprise service-oriented architecture tools; an enterprise business intelligence and report tool; requirements identification, capturing, and analytical tools; and graphical data representation and data modeling tools. The tasks within this PWS shall include the sustainment of the ITS front-end, web services, portal/portlets, system maintenance, database management, hardware and software installation/maintenance to include troubleshooting. These tasks also include the generation and upkeep of system documentation for purpose of sustainment and system certification and accreditation. The contractor shall also perform account management, and portal/portlet development and editing. The contractor team is required to directly support USTRANSCOM stakeholders in the following processes: * IT System Reporting * CIO Statutory Compliance Data Reporting * Program DAA Certification & Accreditation Processes * IT System Interface Standardization * Data Quality Initiatives * Distribution Portfolio Management * Mission Area Management * Joint Capability Area Requirements Analysis * Gaps & Initiatives Analysis * Financial Investment Management * Oversight of TWCF IT Systems, Programs and Initiatives funding prioritization allocations * Track Planning, Obligation & Expenditure for Enterprise Infrastructure Portfolio * Enterprise Requirements Capture & Analysis * IT Technical Assessments and Evaluations of Systems, Programs and Initiatives * Distribution of DoD Transportation Electronic Data Interchange (EDI) Conventions * Enterprise Architecture Support
