Federal Emergency Management Agency (FEMA), a component of Department of Homeland Security (DHS), is performing market research to identify Small Business contractors that possess the capabilities to provide support for the FEMA's National Flood Insurance Program. The work is further detailed in the Draft Statement of Work. Industry comment on the Draft Statement of Work is invited. This is a sources sought / request for information notice only. This is not a solicitation announcement. The purpose of this sources sought / request for information synopsis is: (1) For market research purposes to determine if capable, qualified small businesses can respond to the Statement of Work. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation. (2) For industry input to the draft Statement of Work (i.e. suggested improvements, clarifications, etc.) No contract will be awarded as a result of this announcement, and no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up requests. Interested Small Businesses may submit a brief capability statement, no more than five (5) single-sided pages, demonstrating how they are capable of meeting this requirement. Standard brochures and/or paraphrasing of the Statement of Work will not be considered sufficient to demonstrate the capabilities of an interested party. Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements. Telephone calls, facsimiles, and/or requests for a solicitation will not be accepted or acknowledged. The capability statement should include the following: (1) Name of business; (2) contact information (address, telephone, facsimile, e-mail, website address); (3) DUNS number, business size and classification; (4) Technical description of ability to meet the requirement (description should address technical competencies, and organizational experience relative to the key task areas in the draft Statement of Work); (5) Discussion of any potentially significant organizational conflicts of interest. This requirement is currently performed as Cost Plus Fixed Fee under contracts HSFEHQ-10-C-1284 and HSFEHQ-08-C-0130. The Government expects to conduct the procurement as a full-and-open competitive negotiated acquisition. The resultant contract is anticipated to have a one-year base period and four one-year option periods. The North American Industry Classification System (NAICS) code for this procurement is 524292. Small Businesses shall submit electronic copies of their respective capability statements to Isaac Chapple at [email protected] and Nicole Schuller at [email protected], no later than March 29, 2013.
