This is a brief synopsis / pre-solicitation for Patient Transportation Services: Emergent and Non-Emergent (Ambulance) required for Joint Base San Antonio, Ft. Sam Houston, TX. The full solicitation will be posted on / or about 3 February 2014. Synopsis: The contractor shall provide certified and licensed paramedic personnel and ambulances for pre-hospital Emergency Medical Service (EMS) response and patient transport services required for government beneficiaries and general population at San Antonio Military Medical Center (SAMMC), Building 3600, 3551 Roger Brooke Drive, Ft. Sam Houston, TX 78234-6200, Fort Sam Houston and Camp Bullis and the surrounding area under SAMMC's area of responsibly. Period of Performance is 01 April 2014 - 30 Sept 2014 plus options; services are required on a 24 / 7 basis. This is a mechanism for SAMMC to ensure it has full paramedic emergency response available for any medical emergency and patient transportation services to cover in and out of town transportation to local hospitals or clinics (military and civilian), nursing homes, and rehabilitation or psychiatric facilities, as well as air evacuation of patients for authorized beneficiaries of the government. Authorized beneficiaries are active duty members, dependents of active duty members, active duty retirees and their dependents who are not covered by other forms of insurance or third party coverage, Department of Defense civilians while in the performance of official duties who are not covered by other insurance or third party coverage, or other patients requiring ambulance transport as part of a medical necessity as requested by SAMMC physicians. This does not authorize transport from a residence to SAMMC unless the residence is located on Fort Sam Houston and transport from that residence is declared a medical necessity by the attending physician, Medical Director Emergency Medicine, SAMMC Contract Officer Representative (COR), Admissions and Dispositions (A&D) representative, or command-directed. Medical necessity transports will be handled on a case-by-case basis. All other transport fees will be billed separately to the appropriate government agency (TRICARE or other Supplement Care) or the patient's private insurance company in accordance with the structured rates first for ambulance services in Bexar County, TX. The contractor will provide transportation as deemed necessary with a driver and EMTs on all transports. This includes patients not requiring care during transport. Contractor will also provide Basic Life Support (BLS), Advanced Life Support (ALS) and Mobile Intensive Care (MIC) services. Types of vehicles used for transport will include, but are not be limited to: Patient Transport Vans (PTV), ambulances and/or ambulance buses capable of transporting combined loads of litter and ambulatory patients. Requests for transports may require transport of up to 28 patients at any given time.
