The U. S. Department of Housing and Urban Development (HUD), Office of the Chief Procurement Officer (OCPO) Chicago Operations Branch intends to solicit a Request for Proposals (RFP) Number DU205NC-13-R-0002 in support of the HUD Denver Homeownership Center (HOC). The contractor shall provide direct support of the endorsement functions. This support shall cover assistance through all stages of the active life case binder sent to the Denver Processing and Underwriting Denver (PUD) for endorsement. The services include mail processing, data entry reflecting receipt and assignment of cases in the Computerized Homes Underwriting Management (CHUMS), archiving completed case files, filing of case binders, maintaining insuring information in PUD tracking logs, providing reports, performing quality control functions related to the endorsement function, and other miscellaneous functions relating to endorsement processing. The contractor shall supply all labor, supervision, and oversight necessary to ensure completion of services in accordance with the contract requirements. The contractor staff shall be capable of lifting heavy boxes (estimated at 25-50 pounds). HUD intends to issue a competitive solicitation and place a U.S. Small Business Administration (SBA) 8 (a) contract directly with a qualified 8 (a) contractor under the 8 (a) program pursuant to a "Agency Offering," and the Partnership Agreement between HUD and SBA identified in FAR Part 19.800. The estimated period of performance is five (5) years, from August 30, 2013 to August 29, 2018. This proposed procurement is for a firm fixed price contract in accordance with the Federal Acquisition Regulations (FAR) Subpart 16.2 Fixed-Price Contracts. HUD intends to issue a Performance Base Contract, in accordance with FAR 5.205 (f) Section 8 (a) competitive acquisition, this synopsis contains the following information: 1) This acquisition is being offered for competition limited to eligible SBA (a) business concerns. 2) The North American Industry Classification System (NAICA) code is 561611Administrative Management and General Management Consulting Services, and the size standard is $14.0 Million
