Police say pedestrian ‘victim’ turned out to be intoxicated

July 24--MOULTRIE -- A Thursday morning call of a pedestrian struck by a car turned out to be less serious than initially suspected, with police later learning the man apparently had passed out.

Officers were dispatched at about 5:38 a.m. to a store in the 3100 block of Veterans Parkway North, where they found Andrew Thomas Anthony on the curb leading into the parking lot. Thomas told police that he had been at a friend's residence and was on his way to his work place nearby.

Anthony smelled strongly of alcohol, police said, and a portable breath test indicated his blood alcohol content, at .182, was more than double the amount at which a driver is considered too impaired to drive. The Colquitt County Sheriff's Office also had taken a warrant for Thomas' arrest on a probation violation charge.

Thomas, 31, 516 Ninth St. S.W., was charged with public drunkenness and probation violation.

Moultrie Police

--Vickie Victoria Howard, 31, 690 26th Ave. S.E., was charged Wednesday with terroristic threats.

Howard was arrested after Robert Price, 64, and witnesses reported that after he told Howard she could not have a cigarette Howard began using vulgar language and threatened to cut him with a butcher knife.

--Kathy Jo Vinson, 40, 1006 Holmes Drive, was charged Wednesday with no insurance and driving with suspended tag.

--Jerry Townsend, 31, 1221 Elliot Brown St. Apt. 1, was charged Wednesday with suspended license and safety belt violation.

Sheriff's Office

--Henry Lee Byrd, 77, 425 N. Westberry St., Sylvester, was charged Wednesday with driving under the influence and failure to drive within single lane.

Sheriff's Office

--Ricardo Vazquez Morales, 31, 155 Parkway Drive Lot 38, Tifton.

--Mary Katherine Byrd, 24, 1941 Second St. S.E.

--Richard Acosta Baiza, 3725 Sumner Road.

<p>Thefts

Sheriff's Office

--Felicita Ramirez, 100 block Dogwood Drive, reported Wednesday the theft of an iPhone 4 and $120 out of an unlocked 2002 Nissan Altima.

Property damage

Moultrie Police

--Loveli Hunt, 400 block 11th Court Southeast, reported Wednesday that she found a window of her residence broken.

Hunt told police the window had been undamaged the previous night when she went to sleep.

Other investigations

Moultrie Police

--Jimmy Matney, 53, Moultrie, reported July 19 that checks had been forged on his checking account.

--Police responded July 19 to a report of loud music in the 900 block of Highland Boulevard.

The resident agreed to turn down the music and no charges were made.
