NCDOI Makes Arrests for Bail Bonding Violations in Sanford Shooting

RALEIGH, N.C., June 26 -- The North Carolina Department of Insurance issued the following news release:

Insurance Commissioner Wayne Goodwin today announced the arrests of Teresa E. Boler, 40, of 5717 Five Sister Court, Fayetteville; and Gary Eugene Borum, 49, of 1724 Morrowick Court, Fayetteville.

Boler is charged with two counts of aiding and abetting an unlicensed bail bondsman; Borum is charged with one count of acting as an unlicensed bail bondsman.

The Department of Insurance was contacted by the Sanford Police Department to investigate bail bonding violations in connection with a June 17 shooting that allegedly occurred as Boler, a licensed bail bondsman, was attempting to pick up a defendant. NCDOI criminal investigators allege that Boler was assisted by Borum and Michael Bryant McGuire, who are not licensed bail bondsmen.

Boler and Borum were arrested on the bail bonding charges on June 22 in Lee County; an arrest warrant was issued for McGuire. The Sanford Police Department charged Borum with assault with a deadly weapon inflicting serious injury and possession of a firearm by a felon on June 17.

The Department of Insurance employs 20 sworn state law enforcement officers dedicated to investigating and prosecuting claims of insurance and bail bonding fraud. Since Insurance Commissioner Wayne Goodwin took office in 2009, criminal investigators have received more than 14,000 complaints, resulting in 602 arrests, 333 criminal convictions and more than 110 pending court cases. These efforts have delivered more than $48.5 million in restitution and recoveries for victims.
