(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The solicitation number is AG-32SD-S-15-0001 and is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses in effect through Federal Acquisition Circular 2005-76. (iv) This solicitation set-aside for service-disabled, veteran-owned small businesses and the associated NAICS code is 561730; the small business standard is $7.0 million average annual receipts. (v) The contract line items are: BASE YEAR, 01 Dec 2014 - 30 Nov 2015: $______/month x 12 months = $__________ OPTION YEAR ONE, 01 Dec 2015 - 30 Nov 2016: $_______/month x 12 months = $__________ OPTION YEAR TWO, 01 Dec 2016 - 30 Nov 2017: $_______/month x 12 months = $___________ OPTION YEAR THREE, 01 Dec 2017 - 30 Nov 2018: $_______/month x 12 months = $___________ OPTION YEAR FOUR, 01 Dec 2018 - 30 Nov 2019: $________/month x 12 months = $____________ (vi) Description of requirement: Landscaping services to maintain approximately 75,000 square feet of graveled areas with various types of desert vegetation, including desert trees, 6 fig palms, cacti and groundcover, with primary focus on parking lot clean-up, weed control and tree trimming. Performance-based requirements in that Contractor shall determine how to best provide service to keep the vegetation healthy and the grounds visually appealing and professionally manicured. The contractor shall provide management, supervision, manpower, equipment and supplies necessary to provide such landscaping services, to: * Maintain granite around buildings and landscaping: Keep free of debris. * Prune and trim all trees, including 6 large Fig Palm trees, various other plantings and groundcover to restrict height and size, keep properly shaped and cleared from buildings, as directed by the Facilities Manager. Prune in order to develop the natural branching structure. Thin branch growth, as needed, to provide for free air circulation through the remaining limbs and branches. Apply wound paint to pruned branches greater than 1/2" diameter. * Remove broken branches, leaves, blossoms and other debris from around and under cactus, ground cover and trees, and granite areas on the same day as pruned. * Spray the entire property with pre-emergent twice per year, excluding the greenhouse areas. Provide one week advance notice for such spraying and include yellow dye in it, for visual confirmation of work. * Remove weeds in sidewalks, cracks in the asphalt and all other vegetation-free areas. Dig out and/or spray weeds, including weeds in groundcover. If spraying, remove dead weeds at the next visit. * Inspect health of vegetation and report any decline to the Facilities Manager. Remove dead or dying plants as directed by Facilities Manager. * Maintain and repair drip system, as needed. Repair all damages. Program automatic controller, as needed, for the most efficient watering schedule as well as the vegetations' seasonal watering needs. Contract administration: Provide a schedule to the Facilities Manager for regular landscaping visits with 10 days of contract award. Occasionally, special needs will require schedule change, such as in anticipation of special visitors. Facilities Manager will provide 1 week advance notification of requested schedule changes. Site Visit: Thursday, October 21, 2014, at 9:00 am the USDA, Agriculture Research Service (ARS), Pacific West Area (PWA) Arid-Land Agricultural Research Center located at 21881 N. Cordon Lane, Maricopa, AZ. All prospective offerors shall register and meet in the main lobby. Provide location, duration and contract value, and whether you were prime or subcontractor. (vii) Delivery and acceptance of services shall be weekly at USDA, Agricultural Research Service, Pacific West Area, Arid-Land Agricultural Research Center, 21881 N Cordon Lane, Maricopa, AZ. (viii) The provision 52.212-2, Evaluation-Commercial Item, the evaluation factors, are price, experience, and past performance. Award will be made to the offeror that can provide the best value to the Government. (ix) The clause 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition.
