Chicago Social Security disability benefits lawyerLawrence Disparti today urged Congress to take appropriate steps to save the Social Security Disability (SSD) program’s trust fund, which analysts say could be exhausted in 2016.

“We have to admit that we were startled to read recent reports that say the rapid depletion of the SSD trust fund could trigger a 21 percent cut in benefits to up to 11 million Americans in just a few years,” said Disparti, founder of the Disparti Law Group, a Chicago Social Security claims law firm.

“Congress simply must act,” Disparti continued. “Whole families rely on Social Security Disability benefits to stay out of poverty.”

A Social Security trustees report released this spring said the disability program is projected to exhaust its trust fund in 2016, according to a recent article in the Washington Post. The plan is legally prohibited from running a deficit, so benefits would have to be cut.

Social Security programs are funded by workers’ and employers’ contributions through payroll taxes. The disability program, like other Social Security funds, is being drained as more baby boomers qualify for benefits but a smaller workforce is paying into the fund. In addition to there being fewer people of working age in the population, since 2007, the recession has cut the workforce further, according to the report.

In 2010, 8.2 million workers, or more than 5 percent of the working age population (ages 18 to 65), and 2.1 million dependents (not including adult disabled children) were receiving disability payments, according to the National Center for Policy Analysis.

Since the beginning of 2009 alone, more than 5 million people have applied for Social Security Disability benefits.

“We hope Congress will act appropriately,” Disparti said. “It would be much better for those who depend on these benefits, and for the country as a whole, to get this done sooner rather than later.”
