The Winona Police Department is sounding the alarm after a weekend brawl involving as many as 150 people at a downtown bar sent one man to the hospital with stab wounds and two others facing criminal charges.

MNSURE PLANS TO EXPAND IN ROCHESTER

Rochester residents shopping for health insurance on the state's exchange are expected to soon have more than one plan and provider to choose from. Several sources say they expect state officials to make the announcement -- possibly as early as Wednesday -- once the final details are worked out.

RPU RATES TO INCREASE?

For the first time in many years, the Rochester Public Utilities board is looking at increasing electricity and water rates, by possibly 3 percent next year.
