(I)This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and written solicitation will be issued upon written request. (II) This solicitation is issued under Request for Proposal (RFP) number W56KJD-13-R-0015 for implementation of a purchase order as defined in FAR Part 13.303-1(a). (III) This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular FAC 05-66 dated 28 February 2013. (IV)This acquisition is unrestricted. The North American Industry Classification system code (NAICS) 517110 size standard of 1,500 employees. (V) The purpose of this combined synopsis is for the purchase of Defense Switch Network Services for performance at multiple locations identified within the attached Performance Work Statement. (VI) Description of the requirements for the services to be acquired: CLIN 0001 - Defense Switch Network Services (Local), upon request by an authorized individual during the period of the contract. Unit of Issue: Minutes. See Performance Work Statement for exact requirements; CLIN 0002 - Defense Switch Network Services (International), upon request by an authorized individual during the period of the contract. Unit of Issue: Minutes. See Performance Work Statement for exact requirements; CLIN 0003 - DBA Insurance - Unit of Issue: Lot, See Performance Work Statement for exact requirements; CLIN 1001 - Contract Manpower Reporting. Unit of Issue: Lot. See Performance Work Statement for exact requirements. (VII) The total duration of this purchase order shall not exceed one year. Place of Performance: Multiple Locations (VIII) The following provisions apply to this solicitation: FAR 52.212-1, Instructions to Offerors, Commercial is incorporated by full text and applies to this acquisition with the addendum. (IX) FAR 52.212-2, Evaluation - Commercial Items is incorporated by full text and applies to this acquisition with the addendum. DFARS 252.209-7001, Disclosure of Ownership or Control by the Government of a Terrorist Country. DFARS 252.212-7000, Offeror Representations and Certifications - Commercial Items. The Government will award a firm-fixed priced contract resulting from this solicitation, to the responsible offeror whose offer conforming to the solicitation will be lowest price technically acceptable to the Government. The Government intends to evaluate proposals and award a contract without discussions, therefore, offeror's initial proposal should contain the offerors best terms from a cost or price and technical standpoint.
