"The National Flood Insurance Program is broken and has to be reformed. No longer can we allow this monopolistic federal program to drain taxpayer dollars with no end in sight. Today's vote will begin the necessary step of reforming, expanding, and developing the private flood insurance market, so taxpayers are not constantly on the hook. The transition period of three to five years will enable a marketplace to be created that increases competition, access, and choice for consumers."
