Borough officials are being asked to do something about it.
"The foundation has lapsed," he said, adding, "This is a safety issue. I'm asking the borough to act."
Arblaster said he read the borough statutes that said once a dangerous property is reported to officials, they have 60 days to act.

"We're doing what we can but going step by step," she said, adding that officials believe the property owner is in a nursing home at this time.
Police chief
The chief said street signs, transformers and other borough property stored outside the borough garage is being taken by persons unknown and sold for scrap.
He pointed out that there is no fence around the garage and storage areas, which are in an isolated area.
"Anyone can drive down there," he said. "There is no sign to say 'Private property' or 'No Trespassing.'"
He asked council to restrict access to the area and post "No Trespassing" signs all around the building to discourage people from "scouting out the area."
"This is a very small investment for a high level of protection," he said.
Council unanimously agreed to Piccirillo's suggestions.
Street paving will continue on Church and Mercer streets and a portion of Beechwood.
