"We've finally been able to reach some of the MCO people who have decision-making powers," Sallis said. "But we still are dealing with a lot of people or phone systems or payment setups that are not beneficial. Also, there is no real direct oversight of the MCOs at the state level."
While IA Health Link is technically the state-run organization that coordinates
"The services that we provide and the way that we provide those services have not changed as a result of this transition," Ham said. "What has changed is the way we manage administration of services. From authorization of services through billing for services, it has been a challenge learning new systems and new processes."

Sallis said one of the most frustrating parts of the transition has been taking the time to negotiate contracts with all three MCOs before
"They're trying to help us," Roush said the of MCO employees who speak with her by phone. "But it seems like some of them have an awfully high workload. And when we can't get calls returned, or forms are filled out wrong, or a name or information is not in a system, it's really hard to get into a work flow where things become routine."
Sallis thanked his staff and Rep.
Ham said the hard work of provider staffs are what allow the clients to be kept at the top of the priority list.
"I am proud of how our employees have and continue to make it work so that we can provide important services," Ham said. "Just like any major change, it will get better."
