A federal judge this week ruled that Risner, 75, can be returned to Colombia to begin serving the prison sentence he’s managed to avoid. In granting Colombia’s extradition request, U.S. Magistrate Judge David Horan wrote on Monday that the evidence supporting Risner’s conviction in Colombia “establishes probable cause as required by the extradition statute.”
