Federal report criticizes lack of FEMA, SEMA oversight when Joplin schools rebuilt from tornado

Additionally, auditors said the district didn't take affirmative steps, as required for federal contracts, to solicit disadvantaged firms (such as minority- or women-owned firms) for its construction-related contracts.
