EDITORIAL: How GOP can rebuild Obamacare

Millions of Americans won't mourn the passing of the expensive and complex Obamacare law. But just as the demolition of a large building must be carefully planned and executed, so too must the dismantling of Obamacare.
One big clue: Earlier this year, House Speaker
The plan would ratchet up competition among insurers, in part by letting them offer policies across state lines, one of the few specific fixes Trump has advocated.
And it would curb Americans' ability to game the system, buying coverage only after they get sick and need expensive care.
The Ryan plan also would scrap subsidies geared to income. Instead, Americans would be eligible for tax credits to help finance their insurance purchases on the open market. Everyone who couldn't gain coverage via an employer plan would be eligible for the credit.
