Central City woman faces first degree murder charge after intentionally driving over man in parking lot
Authorities believe
Lawrence was arrested Tuesday afternoon and faces charges of first-degree murder, homicide by vehicle and leaving the scene of a fatal accident, the sheriff's office said.
According to an affidavit filed in
The affidavit states a witness who called 911 performed CPR, but Scott was ultimately pronounced dead.
That same witness, along with a second person, reported seeing a vehicle with damage to its front end leaving the area while dragging an unknown object underneath it that was causing sparks to fly as it scraped against the road.
While investigators and emergency personnel worked the scene where Scott was killed,
According to the affidavit, Williams noted the vehicle -- a 2006 Buick Rendezvous -- was "dragging debris under it causing sparks."
Concerned the vehicle was on fire, the deputy initiated a traffic stop.

"After hearing the details of the injured subject, a description of the vehicle leaving the scene, (observing) damage to the vehicle he stopped and other evidence in the roadway leading back to the injured subject, (Williams) believed the driver had struck the victim and left the scene," the affidavit states.
At that point Lawrence was taken into custody on a OWI charge, and a search warrant to collect a blood sample was executed the following morning. The test results showed Lawrence had a blood alcohol level of .168, twice the legal limit, according to the
Following Scott's death, investigators said they spoke with a woman who said she was a friend of the deceased. The affidavit states the woman told investigators that Lawrence had been stalking Scott, and "had previously attempted to run him off the road when riding his bicycle." The woman told investigators Lawrence had accused Scott of "stealing property belonging to her."
