"It's not the incentive -- it's not a big enough deal to move," Altman said. "My team members will have a better life there, and I feel I can invest there for the long term and there will be an upside on properties for both myself and the team members."

ThermaSol employs about 45 people, and 10 will move, Altman said. But news releases and news stories about the deal vary widely about the number of jobs that will be created once the move takes place.
The state still ranks high in the survey because it has no individual income tax, a factor that accounts for more than one-third of the ranking.
