In addition, the state had to independently verify each applicant's income and citizenship, among other factors used to determine coverage. That will no longer be necessary after fixes were made at the federal level, Campbell said.
"They're going to come in a lot more cleaner and ready for my staff to do eligibility determinations," she said.
But members of the
Campbell outlined for the committee some of the technical issues that plagued the software system, causing enrollment issues and a backlog of applications that swelled to 36,867 by the end of September, up from 33,285 the month prior.
Some applications got "hung up" in the system network, failing to arrive in staffers' computer portal for review. Scanned documents couldn't be located in the system. And when a staffer approved an application, it wouldn't transfer to actual enrollment, again contributing to a backlog.
