The request for proposals calls for a "one-for-one" replacement of the former public housing units, although the units could be converted to project-based Section 8 vouchers.
The Housing Authority also will consider proposals under the federal Rental Assistance Demonstration program, which provides tax- credit financing for the private redevelopment.
Residents of Blum should still pay 30 percent of their income or less after redevelopment, according to the request for proposals. The Housing Authority will relocate residents during redevelopment, although residents in good standing will have a right to return to the apartments.
The proposal also indicates a desire to retain the health clinic opened in the apartment complex by AAMC in November. The clinic provides primary medical care for residents who lack insurance or are covered by
