A levee project is underway that would mean real protection from a devastating flood and no need for insurance for some homeowners who now have to pay up every month.

Several homeowners' associations on the north side have been heavily involved in the process, and they are not convinced the levee plans are as they should be. Plus, they have questions about the timeline.

Keystone's staff believes the levee system, once complete, will move the proposed site for the garage out of the floodplain. Some city officials said that projection could be risky,and homeowners living nearby said it is simply not worth it.
"We dont want the developer using the non-existant levee as a reason for getting a variance and putting all of these homeowners at risk," said Stuart.
