Scott Peters won bipartisan praise last year for proposing a strategy that would shrink the budget deficit while also making sure the U.S. government avoids a catastrophic default by paying the bills it has already incurred. Rep. Peters introduced two bills that would do just that: the Pay Down the Debt Act and the Protect America's Credit Act.
