"Defendant Zullo then falsified a police report and a sworn police affidavit which he knew would be utilized in a criminal prosecution against Salatto," the complaint stated. "During all times mentioned in this complaint the natural defendants were acting under the color of law."
Salatto added that Zullo tried to stop him even though neither he nor his passenger were suspected of committing any crime.
