An officer who was nearby noticed the smell of smoke in the area and observed a line of gouge marks in the road, which led him to believe that a car tire was gone.
The officer followed the smoke and the tracks, which continued on
The pick-up had heavy front-end damage and was missing a tire.
Police say that the driver of the pick-up refused to stop and was blocked in by police vehicles.
The operator of the vehicle, who police identified as 30-year-old
Garcia was slurring his words and had glassy bloodshot eyes, police said. He refused to submit to standard field sobriety testing and was transported to police headquarters, where he refused to submit to a Breathalyzer test.
