Until now, the exchange operated under a less binding letter of committment. The new agreement formalizes the exchange's structure and establishes fees, membership, services, and permitted uses of the data.
One function of the exchange now is to notify doctors if one of their patients went to the emergency room of a hospital in a competing system. That way the doctor can reach to the patient to see if there is a way to prevent unnecessary ER visits.
The exchange database has basic information on 3.6 million patients.
