We need the immigrant population. Indeed, they are cost beneficial on balance to the overall economy. However, we need to strike a useful balance between accepting these residents and "encouraging" another wave of illegal immigration. So, I think the solution is to allow a path to citizenship that includes national service and/or absence of illegal activity once here for those already here. At the same time we have to reform our broken and dysfunctional immigration system that does not allow skills and people who can immediately aid our economy without putting a further burden on government costs.
Immigration law badly needs reforming. It is antiquated and fraught with political ramifications. A guest worker program is imperative and must be coupled with an enforceable employer verification process that has substantial penalties for exploitation of immigrants. Anyone who is here illegally should be required to make restitution, speak fluent English and then be put on a path toward a permanent status that has parity with a naturalized citizen - minus ever having the voting franchise. Their minor children should not be so penalized. Finally, the 14th Amendment needs clarification by the courts to not allow anyone born on U.S. soil to a person here illegally to become a citizen by mere accident of birth.
I believe that we should find ways to include all immigrants who come here and work and support our economy. I think there should be a particular category for kids in school, and for parents of children born here so that families are not separated. For others, there might be some sort of financial test to give illegals who are not children or parents an opportunity to prove they are working participants contributing to our economy. Unless of course if they are disabled, sick or aged. Then our Judeo-Christian ethic obligates us to care for them.

The greatest resource a country has is its human capital. No one should be denied the ability to cross our borders and become a citizen until they prove themselves unworthy through criminal activity. I am very much against full citizenship (or the ability to vote) for anyone who entered our country illegally. However, if a definite plan for some form of legalization, such as a work permit, and a visa of some type, were set up, I would be willing to support that.
