Meanwhile, the city also voted to pass its controversial ride-share ordinance 36-9. Originally introduced on
Customers using ride-share services like Lyft and Uber arrange and pay for rides from drivers, who use their personal cars, via a smart phone app. Ride-share services say that as a type of "carpool" service, they don't need special business or chauffeur's licenses the city requires of taxi companies.
"[Taxis] are the most regulated industry here in this city," said Ald.

The new ordinance is expected to go into effect by August. Ride-share drivers will now have to obtain chauffeur's licenses if working for companies with a driver workforce averaging over 20 hours per person each week. It also gives the city authority to cap "surge pricing" during rush hour and other peak demand periods. Current surge-pricing conditions can make fare rates increase tenfold.
