In a statement to the court, O'Brien's mother,
"His brain is working, but not like it did before," she wrote. "I still have my son, but not like he was before."
O'Brien wrote to the court that he needs continued medical care.
"Mentally I very often am frustrated and feel incompetent in that I am not able to complete my tasks due to my shoulder shortfalls," he wrote.
The test found that the driver of the car that struck the two,

The agreement was a result of investigation that found that bartenders had consumed alcohol while working and had continued to serve Krogman, O'Brien and Kemppainen-Cartwright after they were intoxicated, Holland said.
Holland called those circumstances, and others, "A perfect storm."
A woman at the bar said she could not comment. A voice mail for the bar's attorney said he was out of the country.
