In accordance with FAR 5.101(a)(1) and 5.201, this is a notice of intent to award a sole-source contract, and is not a request for proposals.
* Outreach and Educational Materials - Promote public awareness, public education, and provide services to support earned and paid media efforts for targeted populations and targeted community locations. Types of services include but are not limited to; pamphlets, flyers, articles, talking points, conference displays, and social media tools. Educational materials may include reports, workbooks, training manuals, PowerPoint slides, videotapes, CDs, DVDs, and outreach materials. All materials designated for posting to the
* Video and Film Production Services - provide videotape and film production services to produce an informational documentary on earthquake preparedness, to include interviews and profiles of activities and community events, and perspectives from first responders, volunteer programs, youth groups, faith-based groups, the private sector, and the general public. Video and film production includes but is not limited to writing, directing, shooting, arranging for talent, narration, music and sound effects, duplication, distribution, video scoring and editing. The required formats in which to film or duplicate may include but are not limited to betacam, CD-ROM, or DVD. The contractor may be required to film in studios, on location, live shows, or events. The Contractor may also be required to edit and re-package existing video training materials for use by state and local partners and other partner organizations to educate the public in earthquake preparedness.
* Commercial Art and Graphic Design Services - provide commercial art (custom or stock), graphic design, infographics, and special effects that educate the market. Update, rewrite and/or edit materials and products as necessary. Types of services may include but are not limited to developing conceptual design and layouts, sketches, drawings, publication designs, typographic layouts, and artwork including electronic artwork.
* Permission and Usage - The Contractor shall obtain all talent and required talent releases for use, direct mail, brochures, videos, and any other media authorized and used under this task. In addition, the Contractor shall obtain usage rights for videos, music and any other media used in connection with communications efforts/projects. The Contractor shall provide written documentation to the Contracting Officer's Representative (COR) demonstrating the fulfillment of this requirement for each individual effort. All materials, including new photography, videography and imagery, created under this statement of work are the property of the
* Supporting Educational Products - to include reports, workbooks, training manuals, PowerPoint slides, videotapes, CDs, DVDs, mobile apps, and outreach materials. All materials designated for posting to any ICPD managed website (to include
* Technical Assistance - Provide technical assistance to
* Facilitation Services - Provide facilitation and related decision support services for working groups, or meetings/conferences related to business preparedness and outreach on risk, protective actions, and mitigation. This work includes bringing together diverse teams and/or groups with common and divergent interests and require a neutral party to assist them in: the use of problem solving techniques; defining and refining agendas; meeting planning; resolving divergent views; logistical meeting/workshop support when performing technical facilitation; convening and leading large and small group briefings and discussions; recording discussion content and enabling focused decision-making; and preparing draft and final reports for dissemination. These services do not include rental of meeting spaces, or purchasing of food or beverages.
* Press and Public Relations Services - provide media and public relations services to include the development of media messages and strategies, prepare media materials including but not limited to background materials, press releases, media alerts, speeches and presentations, and press kits. Execute media programs that may include but are not limited to press conferences, distribution of press materials, scheduling broadcast and/or print interviews, editorial roundups, and media buying services such as instantaneous satellite services.
* Radio/ Television Public Service Announcements and Social Media Campaign - develop radio and television public service announcements and programming to promote public awareness of earthquake preparedness. Types of services may include but are not limited to the development of radio or television announcements, creative development of draft scripts and storyboards, TV monitoring, instantaneous satellite services, news clipping services, and ad tracking services. Any release of public service announcements will be approved by the
* Website design. The contractor shall provide design services for website wireframe and creative layout to ensure efficient and effective web-based communications, to include social media components, video, and user experience assessments.

* Program Evaluation - Provide support for identifying, engaging, and evaluating marketing and strategic positioning efforts and programs. Evaluation services may include direct dialogue with national, state, and local programs, analysis of strengths and weaknesses, recommendations for improvement, and sustainability strategies.
For the level of support required, FEMA OCPO intends to award a contract to FLASH(R) having a (1) year period of performance with two option periods consisting of (1) year each. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government, and information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
