Pittsburgh manager resigns over residency rule

City code says "all city employees and officials ... shall be domiciled in the city at the time of their initial appointment and shall continuously maintain their domicile within the city throughout the terms of their employment."
To prove legal residency, the city website says applicants must provide an executed lease agreement, a mortgage payment booklet or title to a property as well as one of the following: vehicle registration or insurance card or a utility, cable or phone bill.
