ORDER APPROVING SACHEEN SPRINGS WETLAND MITIGATION PLAN PURSUANT TO THE APPROVED LAKE SPOKANE WETLAND PLAN AND NINE MILE WETLAND MONITORING PROGRAM

3. To comply with the approved Lake Spokane Wetland Plan, the licensee obtained the 109 acre

The licensee is proposing to preserve the existing wetland habitat and associated uplands, enhance and restore approximately five acres of wetlands by managing and treating reed canary grass, and to enhance over 1.5 acres of associated uplands by reducing and controlling noxious weed cover to 25% or less. To protect the site, the licensee would attempt to place a conservation easement on the property within five years of Commission approval, with the goal of protecting it in perpetuity. The licensee would ensure the property is managed and/or monitored to ensure the mitigation efforts are successful and that the terms of the conservation easement are upheld.

The licensee proposes to monitor the property annually for the first five years for the presence of noxious weeds/invasive species and to insure the objectives and performance standards are accomplished. After completion of year five, a monitoring report would be prepared and submitted to Ecology prior to

Any party may file a request for rehearing of this order within 30 days from the date of its issuance, as provided in section 313(a) of the Federal Power Act, 16 U.S.C. section 825l (2012), and the Commission's regulations at 18 C.F.R. section 385.713 (2014). The filing of a request for rehearing does not operate as a stay of the effective date of this order, or of any other date specified in this order. The licensee's failure to file a request for rehearing shall constitute acceptance of this order.
