The school board's decision to fire Tobe-Williams in 2012 wasn't based on personal or political reasons, the appeals court ruled. But it said she deserved a new hearing before the school board because her firing was based on evidence that was not in her personnel file, and she was neither notified of that evidence nor given time to respond to it.
