SOURCES SOUGHT NOTICE NIHOD2014037B This is a Small Business Sources Sought notice for the supply of Pig-tailed/ Macaque Primates. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) 112990 code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Services to be Performed A. General Requirements Independently, and not as an agent of the Government, the Contractor shall furnish requested primates, as well as serological testing transportation and holding services as requested by individual orders which should meet the specifications further described herein.
B. Specific Requirements

C. Technical requirements

Weight, Age, and Sex Requirements: Monkey, male or female alive in good health, and at the weight and/or date of birth as specified by individual order upon arrival at NIH or other designated contract facility. Disease Prevention and Health Status: All animals provided under this contract shall be quarantined and screened in the
Special requirements a. Liability Coverage All non-human primates transported in conjunction with this contract must be adequately insured for the complete replacement cost of the animal and have liability coverage. The responsibility to ensure that all parties are properly protected relies on the party that hires the transportation company. There will be some instances when the Government will hire the transporter and others when the Contractor will have this responsibility. All animal transports that are performed in conjunction with this contract must be insured for the full replacement cost (
b. Animal Guarantee All animals that are provided to the NIH through this contract shall be guaranteed for thirty-five (35) days. Any animal that dies, or becomes critically ill during this time will be replaced by the vendor at no cost to the government. This guarantee does not apply to animals that die or become ill due to animal care, i.e., bloat, dehydration, or traumatic injuries. Animals shall be guaranteed to arrive alive and be TB negative for three (3) consecutive tuberculin tests (on or about day 6, 20 and 34) after arrival at the point of destination. All animals virus status will be confirmed by serology and PCR or virus isolation/culture for SRV-1, SRV-2, SRV-5, SIV, STLV-I, SIV, SHF and B virus as applicable to the requirements between thirty (30) and thirty-five (35) days post arrival at NIH. Tests will be performed in accordance with the species and SPF criteria as listed in Purchase Description above. If animal(s) test positive or indeterminate (IND) for any of the listed viruses within thirty-five (35) days post arrival at the NIH, the animals shall be returned to the vendor at the vendors expense or a mutual cost agreement will be decided between the contractor and the government to keep the animal at NIH that is acceptable to the Project Officer. If animals test either positive or indeterminate by PCR, culture/isolation, or serology, then the animal is considered positive. All animals shall be delivered in physically sound and healthy condition and shall be free of wounds, external parasites and clinical signs of disease. Animals with clinical signs of disease will be rejected for payment. Only animals judged healthy based on an examination by a veterinarian during the entry physical, performed within six (6) days after arrival, will be acceptable. This assessment will be based on a physical examination and observation of the animal=s general appearance and state of nutrition. Animals judged as unacceptable will be returned to the contractor at no expense to the Government, euthanized at the contractor=s discretion, or the contractor may allow appropriate treatment by the Government to render the delivered animals acceptable, with all such cost to be borne by the contractor as a credit to the Government. Animals will not be accepted from importers who are experiencing reportable diseases (yellow fever, monkey pox, hemorrhagic fevers, TB) or significant losses of animals. c. Sanitation, Feed and Water All sanitation, feed and water shall be in accordance with the;
