Quote Instructions - Organization and Content of the Quote
The quote must contain all necessary information to meet the technical requirements presented in the statement of work (SOW). Attachment B contains the current bus tour schedule. A final schedule will be provided to the selected contractor by
The quote must be organized into the following parts:
Volume I - Technical Quote Volume II - Price Quote
Volume I - Technical Quote (Technical Approach & Past Performance)
1. Technical Approach - The offeror shall provide a narrative demonstrating its understanding of the scope of work and the requirements set forth in the SOW. The technical approach shall address the offeror's:
a. Understanding of the technical requirements
b. Detailed approach to fulfilling the technical aspects of the required services. Contractor shall provide a minimum of 5 bus options with photos that show all exterior sides of the bus, the bus' interior, and the bus' compliance with the SOW specifications in the statement of work, such as table/work area, private room, bathroom, etc. The offeror SHALL only propose for ED's consideration buses that are/will be available for the contracted period. ED will select the specific bus option in terms of year/make/model and interior configuration/layout from the options provided prior to contract award and that vehicle configuration will be listed in the contract. No substitutions for the exact vehicle configuration specified in the contract will be allowed without prior written approval from ED. If the contractor does not own the bus, the contractor shall identify the bus owner and briefly describe the relationship between the bus owner and itself.
c. Offeror shall also indicate any restrictions/guide lines and/or insurance requirements for wrapping the proposed bus. If a preferred vendor is required, please include the providers name, company, email, phone and point of contact in proposal. The Offeror may specify if they require a particular vendor to produce and wrap the selected bus. However, that vendor must be willing and able to adapt the graphic design provided by ED to fit the motor coach wrap needs.
d. Offeror shall address any adjustments to dates listed in the Statement of Work that may be necessary based on time needed to wrap bus, bus wrap dry time, travel to
2. Past Performance - The Offeror shall provide a narrative demonstrating its experience in performing work in areas comparable to those outlined in the SOW. The narrative shall include information of at least three (3) projects their firm has completed within the past three (3) years which were similar in scope and size to the SOW. This information shall also be provided for any subcontractors proposed in relation to the work they would perform. The corporate capability and experience shall address the Offeror's experience:
a. Managing contracts and fulfilling the technical requirements of similar size and scope to that specified in the solicitation. b. Reference information shall be provided for each relevant contract. The reference information shall include:
i. Name of the
In accordance with FAR Part 13.106-2(b)(3), evaluation of past performance may be based on one or more of the following:
(A) The contracting officer's knowledge of and previous experience with the supply or service being acquired; or (B) Customer surveys using the information submitted in the Technical Volume; or (C) The Governmentwide Past Performance Information Retrieval System (PPIRS) at www.ppirs.gov.
Volume II - Price Quote
The price quote shall include:
* An itemized spread sheet that covers all the fixed prices for the requirements and covers the following (if applicable): gas, labor, parking, tolls, any required hotels by the driver (ED is NOT responsible for locating hotel accommodations; however, will provide the contractor with the ED scheduled hotel accommodations prior to the departure dates), airfare, meals for drivers, gratuity, food, beverage and supplies listed within the contract requirements, and meetings. Also include any insurance fees expected to be covered by the government. The quote must assume a 50 mile maximum deviation from the current schedule. In addition, the quote must include a per mile price if ED needs to add stops or extend a leg of the bus route that exceeds the 50 mile deviation tolerance.
*All of the prices for the food, beverages and supplies must be in a separate section of the price quote.

1. 52.252.-2 Clauses Incorporated By Reference (
This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. Also, the full text of a clause may be accessed electronically at this/these address(es):

3. 52.212-2 Evaluation - Commercial Items (
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) technical quality (ii) past performance (iii) price
Technical and past performance, when combined, are more important when compared to price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
4. 52.212-3 Offeror Representations and Certifications-Commercial Items (
An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically via http://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs (c) through (o) of this provision. (a) Definitions. As used in this provision- "Economically disadvantaged women-owned small business (EDWOSB) concern" means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of

The subject area of the message shall contain the invoice number, contract number, and contract specialist's name.
