Part of what Cocalico school district has going for it is a top bond rating, with Flaherty saying the district's AA rating reflects its history of making prudent financial decisions.
"The rating is very helpful," Flaherty said, explaining that because of the size of the district, it would be practically impossible for Cocalico to exceed its current rating. "You're at the top of where you could be."
