At that time the board will decide whether to advertise the ordinance with or without the freeboard provision.
The provision would be required for new construction, additions and repairs to damaged homes in the coastal and VE flood zones of the county.
"This is my recommendation. Ultimately the board will decide," Wilks said. "The higher you build, however, the safer you are."
