The hearing will mark the second time this summer the city has been brought to arbitration by a local union. On
Melvin said he should know this week the new, one-year collective bargaining terms. Gallagher has 15 days to make a ruling following the hearing.
"When she responds back that's what it is," Melvin said. "There's nothing anybody can do about it."
