House Passes Fleck’s Bill to Regulate Neighborhood Electric Vehicles

"The number of NEVs being used by
Fleck's legislation defines an NEV as a four-wheeled electric vehicle with a maximum speed of up to 25 miles per hour. The bill would authorize travel in NEVs only on roads with a posted speed limit of no more than 25 miles per hour and not at night.
Under the legislation, NEVs would be required to be equipped with basic safety equipment, including brakes, windshield wipers, pneumatic tires, odometer, speedometer, seat belts and mirrors. In addition, NEV drivers would be required to possess a valid driver's license, certificate of title, registration card and insurance.
House Bill 573 would also reclassify pedal cycles with electric assist, or e-bikes, so they do not have to be registered, insured and titled. Under the legislation, e-bikes cannot be operated by anyone under 16 years of age.
