SISD to hire 100 permanent substitutes in response to Affordable Care Act

During the district's school board meeting earlier this week, trustees unanimously voted to hire 100 permanent substitute teachers to be compliant with the Affordable Care Act, which will require the district to provide health insurance to any employees that work 30 hours or more a week, officials said.
The 100 substitute teachers that will be hired will be provided health care coverage and guaranteed a job assignment every day of the school year.
The substitutes chosen for hire are those who frequently receive jobs at the district's campuses and work 30 hours a week or more, said
Despite the hiring of these substitutes, district officials said they will still use the pool of substitute teachers that the district currently uses.

There are more than 600 substitute teachers in the pool, for SISD. Escobar added that the permanent hire of the 100 substitutes is not a result of a reduction of positions at the district.
"We are just doing this to be compliant with the law," Escobar said. "It's not a change or reduction of force."

At Ysleta ISD there are no permanent substitutes, but there are substitutes that work long-term assignments and fill in for teachers who are out on family medical leave or other reasons, said
The Ysleta district has about 700 substitute teachers and about 20 are long term assignments.

District officials said the investigation was ongoing and could not comment further.
