The officer went over to help Finzi, who was sitting on the ground. She noticed he had bloodshot, glassy eyes, slurred speech and his movements were unsteady. She was not close enough to detect any alcohol on his breath, Beltrani said.
Finzi agreed to do a roadside sobriety test but refused to do a breath analysis test, detectives said.
When asked for identification, Finzi pulled a wallet from his pants pocket. A pipe and plastic bag containing what proved to be marijuana fell out, investigators said.
Finzi was ordered held on
"You're not allowed to operate a motorcycle or any other vehicle while you're out on release," Hurley said. "No cars, no trucks, no scooters, no motorcycles, nothing, [and] you're not allowed to consume any alcohol when you're out."
Finzi has two previous DUI convictions, 13 driver's license suspensions and six revocations, among dozens of infractions since 2005, according to the
