Owens questioned why CHS designated the excess funds for capital expenses in light of service cutbacks due to reductions in state funding.

Owens said he also will ask that the health board review financial statements for all agencies seeking tax money, something the board has not done in the past.
A private practice model set up by CHS 22 years ago to attract two doctors has sparked questions from county board members.

Insurance write-offs and uncollected fees were behind the loss, which is uncommon for the doctors, said Sallee. The CHS policy that fees must be paid "is sometimes overridden by the doctor if the patient needs to be seen," she said.
The agency is looking for a new doctor and advanced nurse practitioner for the psychiatric program.
