Colbourne voted no because she wanted Miramar to set a higher bar for how many local and disadvantaged subcontractors the city requires the contractor to use.
Twenty percent wasn't high enough, she said, and the contract did not include specific language requiring the contractor to hire minority, women, veteran, or disabled-owned businesses.
Davis wanted to add a requirement to the contract, ensuring the contractor would employ Miramar residents.

"Construction costs are escalating, and there's the issue of the lease for the space the department is using currently," he said.
He also asked whether the commission, once it knows that cost, can take a new vote on the issue.
"That would be the best scenario," he said. "It only takes one of them changing their minds."
