Candor updates ordinance for churches

Only a text amendment was required to correct the oversight in the original ordinance. The vote was prompted by a request from the Rev. Cayetanio Jaimes to move his church, currently meeting in a vacant storefront in the
Town Adviser Ron Niland said the zoning amendment would allow the church to apply for a conditional use permit. Then the property would be inspected by the fire and health departments to meet their requirements for use as a public facility.

On a proposed golf cart ordinance, the board asked for clarification on two points on the draft presented by Niland. A motion by Harris to adopt the ordinance as presented and amend it if necessary was not supported by the commissioners who agreed with Brewer to wait until the research was done and "do it right the first time."
The ordinance follows state law for identification of a golf cart, rules for operating the vehicle and following state and municipal traffic regulations. The police chief would be responsible for inspections and registration.
The commissioners had questions on the requirement that passengers must be at least 8 years old and/or weigh more than 80 pounds. Some people would pick up their children from school on the golf cart or take them to the park. Also, town officials use golf carts as courtesy shuttles during the Peach Festival.
Niland said regardless of special event liability insurance for the festival, if residents had to comply with state law, so would the town and promised to have answers at the

-- Hearne said he expects to have a list of potential events committee members for approval in March.
-- Hearne and Niland reported discussions on cost-saving measures and an agreement to be more aggressive in seeking grants.
-- At the March retreat, the board will work on developing a downtown master plan with a vision of 20 years in the future. Hearne said it will a process that will start with improvements made by this board. "We have a forward-looking mayor and a good board now that is willing to work toward that goal," Niland said.
