Complete Adult and Pediatric Billing Solution for All Payer Types

TransactRx, the nation’s leading provider of vaccine billing
solutions, today announced the launch of a complete billing and
contracting solution for public health departments. The solution
provides all the tools necessary for a local health department to
establish a comprehensive third party billing program including web
based claims management applications, connectivity to payers through the
TransactRx Clearinghouse, participation in the TransactRx
National Immunization Network and payer contracting
support services.
Local public
health departments are primary providers of vaccine
administration and preventative care services for children and adults in
the nation’s healthcare infrastructure. Historically, the vast majority
of services were provided to people with limited incomes or no insurance
coverage free of charge with the costs being born by local, state and
federal government agencies. Because of this, health departments have
not implemented the same practice management and billing systems as
physician offices and other medical providers. A combination of
increasing numbers of patients with insurance utilizing local health
departments and funding pressures have lead to a national initiative
lead by the Centers for Disease Control and Prevention (CDC) and funded
by the American Recovery and Reinvestment Act of 2009 (ARRA) to
implement the systems necessary for local health departments to bill for
services when patients do have insurance coverage for those services.
TransactRx has built from the ground up a billing and payer contracting
solution, that includes specific functionality and services needed by
health departments, that is being offered under a pricing structure that
fits the unique financial position of a local health department.

The solution moves all the complexity of bill coding from the
health department staff to the TransactRx system. Patient information is
entered and services are selected from a simple pick list and the system
takes it from there. All standard and payer specific coding rules and
fee schedules have been programmed and are continually updated at the
TransactRx Clearinghouse. When the encounter information is submitted
the system performs insurance eligibility, codes the performed services
according to the receiving payer’s rules, checks charges against the
appropriate fee schedule and electronically submits a clean claim to the
payer. TransactRx manages claim acknowledgements, rejects and payments.

In addition to the systems aspect of the solution are the payer
contracting support services. TransactRx provides expert assistance to
the health departments in obtaining the contracts needed to provide
services to the broadest set of patients in their community. Payer
contracting is a time consuming task that requires staff with experience
that local health departments historically have not had to employ.
